Initial Effect:

When Special Summoned, it negates the effects of all other Xyz Monsters on the field. 

Effect Copying:

It can target another face-up Xyz Monster and temporarily gain its name and effects until the End Phase. This effect can only be used once per turn. 

Anime Effect (potentially overpowered):

In the anime, its effect was more powerful, including protection from battle with non-"Number" monsters, negating the effects of all other face-up monsters, and a Quick Effect to destroy a card when an opponent's monster attacks.
