Pendulum Effect:

Scale Manipulation:

The primary use of "D/D Scale Surveyor" is to manipulate Pendulum Scales. By targeting cards in the Pendulum Zones, it can temporarily lower their scales to 0, which can be strategically used to disrupt your opponent's Pendulum Summons or enable your own.

Standby Phase Activation:

The Pendulum Effect can only be activated during your Standby Phase, limiting its use to once per turn. 

Monster Effect:

Self-Summoning:

If you control a "D/D" Pendulum Monster, you can Special Summon "D/D Scale Surveyor" from your hand, providing a quick way to get it on the field.

Level Modification:

When Normal or Special Summoned, "D/D Scale Surveyor" can be changed to Level 4, which can be useful for Synchro or Xyz Summons.

Return Effect:

If sent to the Graveyard or added to the Extra Deck face-up, it can return a "D/D" Pendulum Monster from your field to your hand, potentially recycling a key monster or setting up for future plays.
